Signature of Conventions regarding Development Plans of Chambers of Commerce, Industry and Services

An innovative partnership between the State and chambers of Commerce: Specific Development Plans for a global and integrated transformation of consular institutions.

Mr Moulay Hafid Elalamy, the Minister of Industry, Investment, Trade and the Digital Economy, presided over the signing ceremony of the Agreement relating to the Development Plans for the 12 Chambers of Commerce, Industry and Services (CCIS), as well as their Federation, which took place on Monday 5th March 2018 in Rabat, in the presence of Mr. Mohammed Boussaid, Minister of Economy and Finance.



This partnership, which involves a global and integrated transformation of consular institutions, is a first in their history and arises from the Master Agreement, signed between the Government and the Federation of Chambers of Commerce, Industry and Services (CCIS) on 2nd April 2014, under the effective chairmanship of His Majesty King Mohammed VI.

The reform focuses on the establishment of a transparent and effective governance model, the implementation of client-oriented and income-generating services, the establishment of an effective organisation and the repositioning of the Federation.

«"The Chambers of Commerce, Industry and Services are engaged today in a new phase of development allowing them to be efficient actors of local development and strategic levers at the service of the advanced regionalization process" said Mr Elalamy, adding that State will provide substantial support to Chambers of Commerce. It is a unique opportunity to build their capabilities and scale up the services they offer."



Under the agreements concluded, and in addition to the support already given for regionalization, the revision of the electoral rolls and the organization of the Chambers of Commerce, Industry and Services, the State is now committed to continue its action for the improvement of the legal and regulatory environment of consular institutions, including the revision of the Chambers’ statutes, their electoral code and staff regulations. A budgetary funding of 452 million dirhams will be disbursed in favour of a global and integrated transformation of these institutions.

This fund will support the establishment of a transparent and effective governance model, the compilation of a catalogue of services that meets the needs of companies in terms of information and support the deployment of their activities, as well as the development of structuring and resource generating economic projects, including rental industrial parks, exhibition parks, business parks and business centres.

A specific recruitment program for new skills is also planned for a successful implementation of the Chambers of Commerce, Industry and Services transformation.
