TATWIR Green Growth

“TATWIR - CROISSANCE VERTE” (Green Growth), deployed by the Ministry of Industry and Trade, through the National Agency for the Promotion of SMEs (Maroc PME) and the Moroccan Agency for Energy Efficiency (AMEE), aims to support industrial SMEs in their efforts to develop carbon-free processes and products, and to support the emergence of new competitive green industrial sectors in addition to the reduction of industrial pollution.

This program is part of the deployment of the 2021-2023 Industrial Recovery Plan, which includes, among its strategic axes, the positioning of the Kingdom as a decarbonized and circular industrial base.


Eligible projects are:


  • Energy transition projects focusing in particular on optimizing practices, equipment's energy performance (energy efficiency), and the use of renewable energies.
  • Projects to launch green industrial sectors seizing new market opportunities (production of industrial recycling equipment, production of solar and photovoltaic water heaters, thermal insulation products, etc.).
  • Innovation and development projects for eco-designed products with a positive carbon footprint (hybrid or electric vehicles, electric motorcycles, organic products, products made from recycled materials, etc.).
  • Projects to implement clean technologies in manufacturing processes and material flows, enabling rational use of raw materials and reducing the number of effluents polluting the environment (step, thermal insulation, waste recycling, etc.).


The first phase of the “TATWIR - CROISSANCE VERTE” program will generate a global investment of nearly 1 billion dirhams.

This program provides an integrated offer covering investment support, assistance for innovation and creativity, in addition to consulting and expertise for the green transformation of industrial SMEs.


The offer includes:


  • An investment allowance of 30% to support the financing of technological investments.
  • An equity contribution for SMEs: 10% (Refundable aid of 5% of the investment project to contribute to financing the working capital needs of seed projects in new green industrial sectors).
  • Coverage of up to 50% of innovation and product development costs, including technical studies, development of mock-ups and prototypes, laboratory tests and analyses, patents and trademarks, etc.
  • Coverage of up to 80% of SMEs and 90% of VSEs for consultancy and technical expertise, including energy and environmental audits and diagnostics, compliance with standards and labels, real-time energy productivity monitoring systems (Internet of things IOT), analysis of a product's environmental impact, etc.
