CALL FOR PARTNERSHIP: DEVELOPMENT, COMMERCIALIZATION AND MANAGEMENT OF THREE INDUSTRIAL PARKS IN CASABLANCA-SETTAT REGION USING PUBLIC PRIVATE PARTNERSHIP MODEL
On November 30, 2015, the Government of Morocco and the Government of the United States of America, acting through Millennium Challenge Corporation (MCC), signed an agreement for a second Compact, which aims to improve skills in the labor market and increase the productivity of land. Implementation of the program started on June 30, 2017.
The 5-year program has a budget of $450 million, granted by MCC, and at least an additional 15% provided by the Government of Morocco. This compact includes two main projects: “Education and Training for Employability” and “Land Productivity”. The “Land Productivity” project includes an activity to develop and manage industrial zones using a new model based on a public private partnership (PPP) structure.
The launch of this PPP is intended to attract investment to Morocco’s industrial sector and create employment opportunities for Morocco’s highly skilled workforce, particularly important in the current global economic context impacted by the COVID-19 pandemic.
Through this call for partnership (the “Call”), MCA-Morocco invites qualified bidders to submit their PPP offers for the development and management of three industrial zones located in Casablanca-Settat Region, specifically in: i) Had-Soualem, ii) Bouznika, and iii) Sahel Lakhyayta.
Interested bidders are invited to bid for one, two or three sites. However, each site must be subject of a separate and individual offer.
In this Call, the public partner commits to making the land available at a below-market price and connecting it to the necessary off-site infrastructure, which shall be constructed to high international standards. The public partner will also facilitate all urban and environmental authorizations required for the project. In return, the private partner will: (i) purchase the land and offer a lump sum amount as an entry fee to benefit from the preferred project(s), (ii) develop the zone, including construction of all necessary on-site infrastructure, and (iii) market, operate, and manage the industrial zone(s) to full capacity and at a world-class standard, including implementation of MCC environmental and social standards.
The winning bids will be selected through a two-stage process based on criteria as described in the tender documents. The first stage will evaluate the technical and financial capacity of the candidate and the project plan for developing, marketing, and managing the site. The second phase will evaluate the financial offer, which will be based on the coherence of the business plan, the entry fee offered, and the projected selling or leasing price for the sub-parcels to end-users. It should be noted that only candidates who meet the minimum threshold score in the first stage will be evaluated in the second phase. The criteria and selection methodology are detailed in the tender documents. An independent and qualified selection panel will be responsible for evaluation.
Selected candidates will sign a partnership agreement with the Government of Morocco, with a duration of 30 years for the Had-Soualem et Sahel Lakhyayta sites respectively, and 15 years for the Bouznika site.

We are cognizant of the challenges due to the COVID-19 pandemic. MCA-Morocco recognizes the uncertainty caused by the pandemic and will monitor its impact on this Call and the preparation of offers, making adjustments as needed. MCA-Morocco will share with potential bidders any requirements that are developed related to managing the risks of COVID-19 in the context of this Call and will invite potential bidders to provide feedback in this regard. All appropriate sanitary measures deemed necessary to address COVID-19 pandemic conditions in line with Government of Morocco and MCC guidance will be incorporated into the relevant clauses of the partnership contract prior to signature.
