The Ministry of Industry, Commerce, Investment and Digital Economy includes – in addition to the cabinet of the Minister, an Inspectorate-General and decentralized services – a central administration which consists of:

The Department of Industry has the following responsibilities:

Approve the development strategy for industrial investment ;
Approve the strategy for improving the competitiveness of small and medium-sized enterprises ;
Contribute to the elaboration of the strategy for innovation and for research and development in the industrial sector ;
Contribute to the elaboration of the strategy for economic development of exports ;
Validate the operational programmes of the development strategies for investment and improvement of the competitiveness of small and medium enterprises ;
Follow and implement the development strategy of the industrial sector ;
Contribute to the development of the framework for regulating industrial activities ;
Develop the regulatory and organizational framework of industrial activities ;
Contribute to the definition of training plans for the industrial sector and participate in monitoring their implementation ;
Manage relationships with federations, businesses, professional organizations and public institutions ;
Provide expertise to operators in the industrial sector ;
Welcome, inform and guide investors in the industrial sector.

The Department of Commerce and Distribution has the following responsibilities in the local market:

Validate the development strategy for investment in commerce and distribution ;
Validate the strategy for improving the competitiveness of actors in the sector of commerce and distribution ;
Contribute to the elaboration of the strategy to improve the overall framework for the exercise of commerce and distribution activities ;
Contribute to the elaboration of the strategy of the ministerial departments in the sector of commerce and distribution ;
Validate the operational programmes of development strategies for investment and improvement of competitiveness of actors in the sector of commerce and distribution ;
Follow and implement the development strategy for commerce and distribution ;
Participate in the elaboration of the regulation repository for the activities of commerce and distribution ;
Contribute to the implementation of the strategy for rural commerce and itinerant trade ;
Develop innovative concepts of commerce and distribution ;
Contribute to the development of distribution channels and commercial spaces ;
Contribute to the proposal and monitoring of measures relating to supply and prices on the national scale ;
Contribute to the development of electronic commerce ;
Define the regulatory and organizational framework for commerce and distribution ;
Contribute to the definition of training plans in the sector of commerce and distribution, and participate in monitoring their implementation ;
Manage relationships with federations, businesses, professional organizations and public institutions ;

The Department of Digital Economy is in charge of the following:

Develop a national strategy for information and communication technologies, ensuring its breakdown into operational programmes and monitor its implementation in consultation with stakeholders ;
Act as the permanent secretariat of the National Council of Information Technology and Digital Economy, and its steering committee ;
Prepare the development plan for digital trust and set up security standards for information systems in collaboration with specialist bodies ;
Manage the field of encryption for the electronic transfer of legal information ;
Participate in the field of electronic certification in coordination with the National Telecommunications Regulatory Agency ;
Provide technical contribution in the fight against electronic crime in collaboration with specialist bodies ;
Contribute to the drafting and modification of the specifications for telecommunications service providers ;
Contribute to the implementation of universal postal service programmes ;
Regulate the postal sector, set up its development strategy and ensure its implementation ;
Validate decisions on closing post offices and the programme for issuing postage stamps ;
Grant licences for provision of accelerated international mail and contribute to the drafting of specifications for the selection of postal services providers ;
Contribute in defining training plans for post, telecommunications and information technology, and participate in monitoring their implementation.
Develop projects for legislative and organizational acts in the areas of post, telecommunications and information technology ;
Represent the Department in national and international events related to areas of post, telecommunications and information technology ;
Manage the relationship with operators and stakeholders ;
Provide information on areas of post, telecommunications and information and communications technology.

The Department of Statistics and Surveillance has the following responsibilities:

Coordinate, steer and evaluate departmental strategies ;
Conduct sectoral, thematic and statistical investigations in the sectors of industry, commerce and new technologies ;
Set up tracking indicators in the sectors of industry, commerce and new technologies ;
Coordinate the statistics of these sectors ;
Manage the directory of companies and establishments operating in the sectors of industry, commerce and new technologies ;
Contribute to the organization of the statistical system in the sector ;
Carry out studies in the sectors of industry, commerce and new technologies ;
Produce sectoral reports on conditions and outlooks of industry, commerce and new technologies ;
Publish studies and statistics in the sectors of industry, commerce and new technologies ;
Perform strategic monitoring of the sectors of industry, commerce and new technologies ;
Manage and use information databases and statistics relating to industry, commerce and new technologies ;

The Department of Quality and Market Surveillance has the following missions:

Follow up the national strategy on standardization, certification, accreditation and promotion of quality ;
Provide the secretariat of the High Council for Standardization, Certification and Accreditation ;
Define and monitor the targets for the control of products and services ;
Regulate and control products, services and measurement instruments ;
Approve and monitor the conformity of evaluation bodies ;
Assist industrial companies in the selection, use and maintenance of measurement instruments ;
Manage national measurement standards ;
Promote quality and safety in companies ;
Promote standards-based management systems in companies ;
Perform the accreditation process for organizations assessing conformity ;
Contribute to improving the legal, organizational and institutional protection of consumers ;
Strengthen and support the activity of consumer protection associations.

The Department of Advanced Technologies, Innovation, and Research and Development has the following roles:

Formulate the development strategy for advanced technologies ;
Propose, develop and oversee the implementation of the strategy for innovation and research and development in the following sectors: industry, advanced technologies and information and communication technologies ;
Refine the development strategies for advanced technologies and innovation into operational programmes ;
Monitor the strategy for advanced technologies and the strategy for innovation ;
Support companies in the field of innovation and technology development ;
Contribute to the improvement of the technical framework for the development of innovation in the sectors of industry, advanced technologies, and information and communication technologies ;
Contribute to the implementation of the legal framework for innovation ;
Develop and manage programmes supporting innovation and research and development in the sectors of industry, advanced technologies, and information and communication technologies ;
Develop and monitor the implementation of infrastructures of industrial and technological innovation ;
Develop and support technological clusters, as well as competitiveness and innovation hubs ;
Contribute to the support and development of emerging innovative companies ;
Contribute to the promotion and development of initiative and entrepreneurship ;
Develop centres of excellence in the area of advanced technologies ;

The Department of Reception Spaces is charged with:

Organize reception spaces for the sectors of industry, commerce and new technologies, and conduct studies pertaining to them ;
Proceed to the allocation of reception spaces and follow up the accomplishment of agreements made for this purpose ;
Contribute to the transformation process of real estate into reception spaces ;
Carry out, either partially or totally, the creation of reception spaces and monitor progress ;
Carry out, either partially or totally, the refurbishment of the reception spaces, and monitor progress.

The Department of Cooperation and Communication has the following responsibilities:

Develop partnerships and monitor their implementation ;
Develop and coordinate cooperation programmes, projects and activities and monitor their execution ;
Represent the Ministry at joint, bilateral and sectoral meetings ;
Represent the Ministry within international and regional organizations and bodies in connection with the prerogatives of the Ministry ;
Prepare and participate in negotiations of trade agreements and monitor their implementation ;
Manage internal and external communications.

The Department of Resources and Information Systems has the following role:

Ensure the administrative management of human resources ;
Ensure the forward planning of human resources, and the management of skills and professional careers ;
Manage the human resources of the Ministry by setting up training plans ;
Follow social actions ;
Prepare and track the budget of the Ministry ;
Produce reports and financial statements ;
Manage procurement and logistics ;
Manage equipment and assets of the Ministry ;
Manage printing and copying ;
Define the master plan for information systems and monitor its execution ;
Set up the network and telecommunications infrastructure ;
Track projects for information systems ;
Ensure the security of information systems ;
Define, monitor and evaluate organizational measures related to the sectors of industry, commerce and new technologies.
